Our team has encountered an error saying ‘Access to the path for particular .dll is denied’ after upgrading VM to latest platform update. This error may also occur for other reasons e.g. when getting latest ISV solution, update conflicts.
Below step shows how to resolve the issue.
Stop all services including IIS, batch service, MR service etc. you can stop them manually or using command below (Run as administrator)

IIS Express doesn’t run as a service. It is derived from IIS that supports the core features of IIS. We need to stop this as well. Right click on ‘IIS express’ icon and select ‘Exit’ as shown below.
Now navigate to DEV branch from team explorer in same VS window.
Right click on DEV branch-> Advanced-> Get specific version.
Select the option ‘Overwrite writable files that are not checked out’, and get.
This would resolve the conflicts and update all dlls with latest version.
Make sure you are giving full access from file explorer to the folder which it asking for.
You can use same commands to start the services by replacing STOP with START.
You can cross check by taking latest one more time.
